So they're either being patriotic or saving their firepower for Paris?
Giving up double ranking point opportunities seems patriotic. Other than Medvedev, I don't think anyone is really chasing anything worthwhile to forego a national tournament. I do think the Russians want more prestige at their home tournaments.

Seems like Medvedev is doing Moscow a favour by playing there instead of St. Petersburg. In 2019, he played St. Pete and skipped Moscow so he's making sure they all get a piece of his action hehe.

In 2019 he withdrew from Moscow due to his schedule being so overloaded and reaching practically every final. He might be "paying them back" for missing that tournament.

Which is surprising. He's 25 and might never have such a chance to finish YE #1 and it's feasible he could do it if he plays enough. Pete and Murray both busted their asses to achieve it, but it compromised them physically. Maybe Med has learned from the errors of his elders?

I can also respect wanting to play a home tournament over chasing points.

That's basically what Roger did every time he played Basel and skipped Paris.

Medvedev is not rushing to get no.1 he has a good chance next year anyway with AO, IW, Miami, Dubai or something . I doubt Novak would bother winning anything but AO. With the way Russians are right now, he might not have a big trouble at the ATP cup.
