What is the order of USTA tiebreakers for two or three teams tied in local leagues?

In USTA local league play, what is the order of tiebreakers to decide the league champion at the end of a season? I am interested in the answer for the scenarios where two teams are tied and also where three teams are tied. i assume that that the head-to-head record counts after individual line wins when two teams are tied, but does head-to-head matter when three teams are tied? We have a possibility in the Southern California Orange County Mens 18+ league where three teams might be tied in terms of match record (7-1) after the last match next week with one loss each - Team A beat Team B which beat Team C. Thanks for the help.
 
I should add that it looks possible that three teams will be tied in match record, but only two teams will be tied in individual line wins/losses and sets won. So, does head-to-head record matter for the two teams tied in match, line and set wins? Thanks.
 
Order is:
  1. Team record (7-1)
  2. Court/line record
  3. Head-to-head
  4. Sets lost
  5. Games lost
  6. Game winning percentage
So if only two teams are tied on court record, head-to-head would be used between them if applicable, and if that doesn't decide it, on to sets lost and games lost (as flawed as those tie-breakers are). The third team that wasn't tied on court record is eliminated at that point and not part of it from that point on.

Note, what I wrote is the National regulation, but sections are allowed to establish their own different tie-breaking criteria. I don't believe many do, although PNW did change it for a secondary league we have (One Doubles) to fix the flawed tie-breakers I mentioned earlier.
