Miami would've been my answer, before the move from Key Biscayne. Just loved the atmosphere, the history (although short in comparison to others like Rome and Cincinatti), the top notch fields, and great Finals. Now, for me it's probably Rome by a hair over Indian Wells
 
i have no clue about legary and traditions there, but maybe will vote for rome as a spectator purely, who knows
 
I like IW whole size and prize lol
Madrid's central court (Caja Mágica) is top notch
Roma's whole complex location is a beauty. Monte-Carlo is pretty aesthetic too, though a bit "smaller" I guess?
Cinci, Miami and Shanghai are pretty big too

The rest are 2nd tier imo
 
Which one is the best.
Indian Wells and Rome come to mind first. Players and fans alike consistently talk about how good IW's facilities and overall experience is, and it does have the feel of a "super-Masters", with it being so detached from any Major warm-up season. Rome to me is the classiest of the 1000's - so much history, beautiful venue, respectful crowds, and the red clay at night always looks amazing on TV.

And I'll add an underrated one - Paris. It's easily the most unique stadium, being indoor with the roof and lights that give it a concert-hall feel. Not to mention the unique court color and a crowd that always gets into it. If only we had more seasons where the race to No. 1 isn't already wrapped up by then, Paris (and the whole indoor season) could be so much more competitive than it usually is.

My only gripe as a viewer is the camera angle - as with the O2 and Turin, they always put the cameras so far back that it makes the court look smaller than it actually is. The court-level views always do more justice to it (speaking of court-level view, whatever happened to the old Cincinnati court-level cam?)

Speaking of crowd engagement, I've gotta say Shanghai always impresses me with the energy the fans bring every time. For such a new tournament so late in the season, it's always an electric atmosphere there. Especially when Djokovic shows up :D

Honorable mention to Monte-Carlo for the seaside venue. Imagine being Novak Djokovic and getting to practice there all year :O

Canada is underrated. Montreal and Toronto have great venues, facilities and overall atmosphere. The only problem is the scheduling where player rather stay in the Euro swing after Wimbledon. TBH, the entire clay court season that comes after Wimbledon is cancer and should be entirely eliminated.
Canada should get a 500 even right after Wimbledon, then transition to the 1000, then the season moves to the US. I can't believe everything goes back to Europe for a month on clay after Wimbledon. Total crap.
