What's the deal with Yonex Tour racquets less HL than regular?

EZ98 - 6 HL
EZ98T - 4 HL

Same with Vcore..

It's different from H racquets, which keep the same balance as the regular (Vcore Pro, Percept)

What could be the reasoning behind that?

Is it desired that the heavier, more advanced racquet would be less HL?
I actually thought that the heavier you go, it's better to get it more HL, even at the increase of static weight, to make it more maneuverable and decrease risk for injury...
 
Yonex Tour rackets are, like the Radical Pro, for high level players who want something heavier off the shelf. Gets recommended to high level 16's who start hitting really hard and feel like their racket is too flimsy.
