Tsitsipas, IMO. Still has a better game for top level tennis than Rublev.

Watch all of Rublev's slam QF and you'll see what I mean.

Tsitsipas has holes in his game, but having weaknesses is more forgivable when you have clear strengths and all-court variety.

They're both going to be pretty good for a long time. Tsitsipas looks like the better player right now so I'd lean his way right now, but nothing is written in stone.

oh and yeah Tsitsipas has 2 wins each over Fed, Nadal and Djokovic - including slam wins over Fed & Nadal

Rublev has 1 win over Fed
 
Tsitsipas bloom younger than Rublev, and he has more variety in his game. Rublev is not in the top 10 for a long time, and was forgotten until his win against Federer in Cincinnati 2019, he is less experimented at the top level than Tsitsipas but progressed a lot recently to reach his ranking, they don't had the same trajectory.
Tsitsipas looks more promising but it's hard to tell how far both will go

As it stands Tsitsipas is ahead. Two GS finals. Six SFs.

Rublev constantly hits the QF ceiling.
