Why did not touch tennis become more popular than padel and pickleball?

I just found the answer to the question I was asking in this thread of mine:





Touch Tennis is 80% Tennis in spirit, its easy, accessible doesn't require extremely costly equipment can be used as recreational activity. MOST IMPORTANTLY ITS NOT PADEL OR PICKLEBALL.
I really thing ATP/Tennis bodies should have promoted it as tennis for the masses
 
For the same reason most players do not play (or enjoy) mini tennis.

Imo, most adult beginners and intermediates should play orange ball tennis or touch tennis. It frees you from overfocusing on power, and frees you to be more playful. However most adult beginners and intermediates want to play full court with standard balls. Just like most men want to play from the black tee in golf, even though they should play from the red.

But isn't this giving too much space for Pickleball and Padel to not only grow but start eating Tennis court spaces. I read loads of reports that its already happening in US. In my country construction projects that were to have tennis courts have switched to padel. Sports club are now turning tennis courts into padel courts at least temporarily.

I am not sure which authority should do it(maybe ITF?) but they should adopt Touch tennis or atleast a variant of it and position it as accessible and public friendly
