ATP Rulebook: "Dress and Equipment Every player shall dress and present himself for play in a professional manner. Clean and customarily acceptable tennis attire as approved by ATP shall be worn. A player who violates this section may be ordered by the Chair Umpire or Supervisor to change his attire or equipment immediately. Failure of a player to comply with such order may result in an immediate default."

The rules go into elaborate detail about sponsor logos: size, location, number, etc.

Sleeveless shirts are not forbidden because there's a section of the rules that addresses logo use on sleeveless shirts or vests. But a Marlon Brando-style "wifebeater" T-shirt probably would not be deemed customarily acceptable tennis attire. And the "shall be worn" mandate almost certainly means that playing while shirtless is not an option.
