Its a league situation,a draw is worth a point and it keeps the roups (hopefully) close untill the final game.Most US derived sports are turn based, look at basket ball and American football for instance, one team scores then the other is given a nice turn to score.This is designed to promote high scoring games that can allow for short play "periods" (for tv advertising or short periods of interest whatever you may think) which don't often end in draws, though i think there is sudden death "OT" in the NFL, in the regular season?
It's dependent on what you are used to, you can have a 0-0 draw that was an entertaining game, i've also sat through 4-4 draws where i have thought the quality of the match was pretty rubbish.Scoreline isn't the be all and end all, you'll struggle to find a fan who likes penalty shoot outs and look how the 1970s mls type leagues ended their "ties" with a ice hockey style shoot out that most fans were turned off by.
The US has a huge market for football, it's one of the largest participation sports in childhood over there which is why you are getting good fairly quickly, turning the average armchair spectator into the tactics and fine points when there are brighter and shiney-er sports to watch is the hardest bit to crack.
SOme matches are dull though, fear of loosing over-rides the desire to win.
