Was 2008 Djokovic prime on HC/at USO?

Yes really. Djokovic won a slam, 2 masters and the WTF. But 2015 Federer with his lone masters title all year long is better, sure...
I think it could be debated both ways. Djokovic did stop Federer from winning Wim/USO/WTF tbh.

And Djokovic went through Federer to win AO. That's better than Federer "vulturing" a couple of slams in the absence of Djokovic.

It's a slam dunk in favor of Djokovic really since he had even tougher competition in 2008 than Fed had in 2015.

Fair enough. I still think is a close comparsion though they split 2 each at the slams imo with Djokovic at AO/RG and Fed at Wim/USO. Djokovic won WTF but i dont think he beats his 2015 version. I guess the AO win leans Djokovic in-front.

Novak won AO and IW, then did well on clay in MC, Hamburg, Rome, RG, then did well at Queens, then did well on NA HCs, then won the YEC. He performed well everywhere but Wimbledon and indoors Masters 1000, so I think that puts him ahead of Fed, based on consistency and bonus points because his Slam win was very high level.

It's 2014 Novak > 2008 Novak > 2014 Fed = 2015 Fed > 2007 Novak imo.

2014 Fed somewhat better in Masters 1000, 2015 Fed somewhat better in Slams.

I never mentioned 2014 Novak. But yes i mentioned the AO 08 win could pull Djokovic ahead over 2015 Federer in the post after.
