I have a question about an eligible d2 player. If they play in the fall semester, and assuming the qualify for the 1 time transfer exception, can they transfer to another school, outside of their conference and play in the spring semester.

The simple answer is yes they can. It may get a little complex if you want to transfer intra-conference. However, you stated that wasn't your intent. People do this routinely in all divisions of NCAA tennis.
you have to be released from scholarship/NLI agreement first before you can even talk with other coaches otherwise it is an NCAA violation.
You just need to talk with your current coach who then needs to check with compliance officer.
