Juan Carlos Ferrero playing in Montreal qualies?!?

According to the ATP website, the draw size is 56 for singles...

According to the qualies drawsheet, Ferrero is ranked #29.

Part VII 7.04 (A)(1) of the 2009 ATP Official Rulebook (http://www.atpworldtour.com/~/media/21C8C557C63D49E5AA1F280ECE37FCF7.ashx)

Extract - For each ATP World Tour Masters 1000 tournament, players with South African Airways ATP Rankings (singles) positions equal or better than the number of direct acceptances, shall be automatically entered by the ATP.

So why is Ferrero playing in the Montreal qualies?

Hall of Fame
Because the rankings used for entry is six weeks prior to the tournament and Ferrero was not high enough at the time (pre-Wimbledon ranking, I guess).
