Noooo, doing promo work won't stop him from getting zero pointed. He pulled out before the deadline, so he probably won't get fined either.
He said on his twitter/facebook that he felt bad about pulling out and he lived in Monte Carlo, so he would be around all week. I have no problem with it, I'm sure any of the fans that are running into him are happy too.

Well Federer avoided getting 0 pointer for Dubai for one of the previous years by doing tournament promotion work. Also I remember Williams sisters avoided getting 0 pointers for missing IW by doing promotion work (obviously not for IW buy for WTA).

I doubt it, Dubai isn't mandatory, so I dont see how Fed could get zero pointed for it. Perhaps you can link me to the rulebook where it says that?
As for the WTA/IW/Willams sisters, the WTA rules are different. I think the Williams Sister avoided fines, not zero pointers. Not even sure the WTA has a sero pointer policy like the ATP does (but I've never read the WTA rulebook so I could be wrong about that).

A player's withdrawal from an ATP World Tour 500 event whether on time or of after
the 12 noon deadline, shall result in a zero (0) point included as one of his best of four
(4) results. Further non-consecutive withdrawals shall result in a zero (0) point allocation
replacing the next best positive result for each additional withdrawal. Players with
multiple consecutive withdrawals who are out of competition for 30 days or longer due
to injury will not be subject to a ranking penalty as long as verified and approved medical
forms are provided; or, a player shall not have the ranking penalty imposed if he
completes the Promotional Activities requirement as specified under "Repeal of
Withdrawal Fines and/or Penalties" or if the on-site withdrawal procedures apply.
Players may also appeal withdrawal penalties to a Tribunal who will determine whether
the penalties are affirmed or set aside
Not sure about it though, Gasquet had to visit Rotterdam for a crappy fashion show, after retiring from Zagreb QF and then Rotterdam due to the shoulder injury this year.Somehow, I never caught on to this rule change...
I didn't realize that they changed the rules for the 500's, but I guess they did this when they renamed and rebranded the tour events. That's kind of harsh in a way but I guess it keeps the players in line, sort of.
I can see Federer doing promo work in Dubai, since he lives there, but how much does this suck for other players who have to withdraw and can't fly to those cities to avoid the ranking penalty? This rule seems to favor the top 5.
