The outdoor gimmick was pretty dumb tbh, and high-level competition should not be played in snowy outdoor conditions. With that said, the States are actually getting better and better in juniors each year, when I was younger, they'd usually stand very little chance against teams like Canada, but now they seem to be on par with the Canucks.
