Oppurtunity at a tournament

When you go to watch tournaments, are there special events where you get to rally or serve with a pro? Is it only for some events or all the tournaments? And how do you get the chance?

Nothing like that. There are typically a number of booths selling things, plus some givaways. Tennis Weekly, Tennis Magazine, USTA, and a local resort or two will have a booth trying to get you to suscribe. Some of the bigger tournaments will have a fast serve booth. Other than that you'll have to be satisfied with the tennis on tap.

Depends on the tournament. I've done a bunch of tourneys where we'll do a charity event and people can come hit with pros, typically the day before the tournament starts/last day of qualies.

There are also a few tournaments that will do an event in between matches. Every year at the Legg Mason, for ex, Wayne Brian will MC an event in between the night matches where they'll bring people out on court to play against Roddick or Blake with the proceeds going to charity. All the volunteers get a goodie bag and have their picture taken. Pretty sweet.

The main requirement is generally to look stupid and wear tennis shoes. ;)

The new senior circuit in the US, The Champions Cup run by Jim Courier, usually has a pro-am at the beginning of the tournament where you can hit with the pros.
