Self rate/appeal players eligible for Nationals with just TWO matches played (reduced from FOUR)

Recently found this FAQ (https://www.usta.com/en/home/play/a...l/usta-league-frequently-asked-questions.html):
  • How many matches do I have to play in order to be eligible to compete with my team at Nationals?
  • The USTA League Committee voted on 4/20/21 to reduce the number of required matches for all players to be eligible to complete at Nationals for 2021 only down to two matches: 2.03A(4) in the Adult and Mixed Divisions all players are eligible to advance to National Championship competition if that player has played on the same team in at least two matches at the same NTRP level in the same age group through Sectional Championships and is otherwise eligible. No default received by the player during local league or championship competition shall count for advancing. Retired matches shall count toward advancing for all players involved in both USTA League Divisions.
This seemingly supersedes 2021 League Regulation 2.03A(4), which states in part:
  • All Self-Rated and Valid Computer Rated Appealed players are eligible to progress to National Championship competition if that player has played on the same team in at least four matches at the same NTRP level in the same Age Group during its local league season and is otherwise eligible. No defaults received by the player during local league or championship competition shall count for advancing.
The self-rate/appeal player lobby is powerful, on the level of the NRA and police unions!

I am flabbergasted, but not surprised. It is the USTA after all.

What reason would there be for reducing it?

Covid! During these unprecedented times….blah blah blah. Basically, some guys that weren’t eligible for sectionals can now play Nationals. Hate it, but whatever.

So, 8-10 regular season matches, a local playoff, States/Districts, Sectionals, and you can only get in two matches?

We made sure to get our guys eligible, but I guess some districts might have complained. In Texas, we had no shortage of opportunities.

I see that this change is VALID only for 2021. After that, it reverts back to 4 matches. I do not see an issue here as an opportunity for 'sand bagging.'
