Not to mention people are more likely to die in car accidents than plane crashes. Cars are way unsafer than airplanes on a fatalities-per-mile-traveled basis, by several orders of magnitude too.you would need to calibrate it:
how often one travels by car * probability of dying in a car accident
how often one travels by airplane * probability of dying in a airplane accident
not to say, that even this is simplistic.
I would assume that probability of dying in a car accident within city limits differs from highway, to name only one of factors
so,
how often one travels by car within city limits * probability of dying in a car accident within city limits
how often one travels by car on highway * probability of dying in a car accident on highway
how often one travels by airplane * probability of dying in a airplane accident
and then you compare the results and see whether it makes sense to forbid something
and don't forget, many organizations actually forbid their #1 and #2 to fly together
