Tweener with higher tension or player's racket with lower tension

I was just wondering what's better for a player with flat strokes and a spin player. Which racket gives more control. A tweener with high tenson or a player's racket with relative low tension. The power between the rackets should be around the same now. What makes the difference and what would you choose and why?

The point of a tweener is that you can get more racquet speed with the same swing, and the idea of stringing one at high tension is so you can swing harder and get more spin without hitting long. So in general I would say heavier at lower tension for a flat player and lighter at higher tension for a spin player. But your mileage may vary.
