If this was the following format and top players participated, would it be a top event?
4 Teams
5 Players per Team
No Top 4 players can be on same team (participating, not necessarily ranked, so 2-3-5-6)
No more than 2 Top 8 players on same team
Three matches for points, singles, doubles, singles. Utilizing 4 of 5 players. No tiebreaks in any set.
Teams play eachother twice in a calendar year, two separate occasions of RR.
All 3 surfaces are used throughout the season, 3 hard, 2 clay and 1 grass.
Top 2 teams by points face eachother one more time in Best of 5 matches, all 3 surfaces are utilized in randomized order but first 3 matches utilize 3 surfaces, after that 1 of 3 surfaces is randomized and then 1 of 2 remaining for a 5th match if needed. Format is singles, doubles, singles, doubles, singles and all 5 players must play at least once while no player is allowed to play more than twice.
I'm sure teams would be set-up in some regional type grouping, here's an example:

Murray-Nishikori-Kyrgios-Dimitrov-Sock
Fire
Djokovic-Raonic-Thiem-Tsonga-Monfils
Bears
Federer-Cilic-Zverev-Pouille-Isner
Badgers
Nadal-Wawrinka-Goffin-Berdych-Karlovic
