another self rate question.

If a guy played 5 yrs. ago as a 4.0, and didn't play since then would he be able to self rate as a 3.5 at the start of this years league season. We played a person like this last night and I thought once you played at a certain level you couldn't self rate lower than that rating. I tried looking up the rules, but couldn't find anything.
Thanks

That rule was put in place 2 years ago. I'm not sure if they grandfathered in people who's ratings expired before the rule was put in place or not, so I'm not sure if it would apply to a guy who hasn't played in 5 years.

I remember reading that you could not self rate below your last offical rating in cases like this. However, I spent five minutes looking and also could not find this evidence.

A player can appeal the rating and probably get a lower rating if their previous results were not to far out of whack.
