Customizing Wilson Pro Staff 97 Countveil

I purchased 2 Wilson Pro Staff 97 Counterveils at tennis plaza en Orlando in october of last year, both are all black. I was looking at putting silicon in the handles and changing the balance weight, but when I took the trap door of one of the racquets, I found it had foam and the other had silicone. When I weighed the head portion of the racquet one was 154g and the other 155g, but when I weigh the handle portion, one was 185g (The one with foam) the other weighed 179g (The one with silicone). It either terrible quality control and someone really goofed.. Any ideas on how I can put silicone in the 185g handle? The only thing that occurs to me is putting more weight in the head in both racquets and adding fishing weights in the handle that has the silicone. So that way I can add the silicone to the other racquet handle that has the foam. Sure both racquets will weigh more, but I am usted to it, since I used a RF for many years..
