There must be a mistake here. As per various posts from knowledgeable users of this forum, the real cause for Djokovic not being able to play was that he was banned from entering the USA and Canada, because of legislation specifically designed to keep him out from those countries.

Yeah. No sense sugarcoating things for criminals and such, IMO.

It's an odd position for the Tour, and for their media arms; they now have to defend and promote a guy who damaged their brand.
