Starting at 12 is TOO late. Federer even with the massive talent would be really under developed and he even might have lost the natural ability by then. Well, at age 12 that would make 44% efficiency because of age factor.

Yeah! thats quite reasonable. I'm sure he could have pulled that off but the ATP tour is a whole different ball game all together.
