What is the common thought on how long pieces of lead tape should be? What I mean by this is that let's say I am going to put 4 inches of tape on the 3 o'clock and 9 o'clock positions. Should I put two layers of 2 inch pieces or one layer of 4 inches? How important is it to keep the weight as central to the x o'clock position of the frame?

Depends on what you want. When you put on a long strip, you broaden the sweetspot: a larger sweetspot, but the pop is less pronounced (mild pop over a larger area). When you put 2 short layers on, you get a smaller sweetspot, but the sweetspot is more dramatic (extreme pop in a smaller area)

Bounce the ball against the ground and feel where the pop is most pronounced (without lead). Put lead to the side of that area to dramatize the pop. Put lead ABOVE it to shift the sweetspot higher...etc.

I'd recommend going for one long layer on both sides of the strings because it will make the sweetspot wider and provide more stability on mishits.

I don't understand lead in pieces. Every brand has different weight, so you have to find out how much weight you might want to add and then decide how many pieces it corresponds to.
