First off, if Federer is no. 2 before RG, then there is a 50 percent chance that Djokovic draws Nadal in RG semis and takes him out.
I am not the best when it comes to rankings , but here is what I can make out (Apologies for mistakes if any :roll

Note - Rome points have already dropped off.
Federer will have 9430 points if he wins Madrid.
Federer will have 9030 points if he loses in Madrid finals.
Federer will have 8790 points if he loses in Madrid semis.
Federer's road to No. 2 before RG relies on how Rafa performs at Rome. Here are the possible cases :
Case 1 : Nadal wins Rome, then he has 10105 points, then Roger wont be No. 2 no matter what.
Case 2 : Nadal loses in finals, then he has 9705 points. So following scenarios are possible :
Scenario (a) : If Federer wins Madrid (9430 points), then he only needs a semi in Rome to overatake Nadal as No. 2. Federer wil have 9790 points i.e. 85 points ahead of Nadal.
Scenario (b) : If Federer loses in Madrid finals (9030 points), he would need to win Rome to be No. 2
Scenario (c) : If Federer loses in semis (8790 points), he would need to win Rome to be no. 2.
Case 3 : Nadal loses in semis, then he has 9465 points. So following scenarios are possible:
Scenario (a) : Federer wins Madrid, then he just needs to win 2nd round i.e. his first match to overtake Rafa
Scenario (b) : Federer loses in Madrid finals, then he needs to make finals in Rome to overtake Rafa.
Scenario (c) : Federer loses in Madrid semis, then he needs to win Rome to be No. 2
