This paper is 6 years old, and some of his suggestions have been followed, e.g. top college players getting WCs into pro circuits. UTR is used by all college coaches now, and there are more UTR events. However, there are so many tournaments between USTA, UTR, ITA and ItF, it is hard for juniors and collegians to choose (plus many have to work in summer)-few are level-based tournaments as Fish recommends.
What has not happened is the US tennis system has not engaged the post grad tennis players. Fish has some great ideas for short local tourneys-even single or half day tourneys where working former college players could play juniors on the weekend
