Indo Wells should just become a Super Masters and take up 3 weeks and Miami can be a 500 event, that'd make more sense.
I think Miami has been a great event but moving was unfortunate (a wealthy heir/"environmentalist" thwarted the wishes of the more than 70% of Miami-Dade voters in favor of the expansion) and obviously it's a watershed year and the new main stadium looks terrible. However, if you want it downgraded maybe you should at least offer to front the litigation costs.
The ATP spent approximately $20 million dollars*** paying for the litigation when Hamburg was downgraded.

This reported amount excludes the cost of the separate litigation by the ATP to recoup the $20 million litigation costs from the Hamburg franchise owners. This latter lawsuit was settled so we don't know what amount, if anything, the ATP recovered. The ATP tour has a provision in its bylaws that members who sue it and lose have to pay the ATPs litigation costs. During the course of this litigation, the Delaware Supreme Court held that this type of loser-pays fee-shifting provision for a non-stock corporation wasn't per se invalid (whether it kicked in would be hotly litigated). This ruling reverberated far outside of tennis as corporations incorporated in DE (the favored place to incorporate in the US) started amending their bylaws to add a similar provision relating to stockholders. The DE legislature subsequently amended the law to make clear only non-stock corporations (e.g., the ATP Tour) could use such a fee-shifting provision.
