NTRP rating/strike question

I've heard that wins/loses/scores from USTA combo leagues are not used to calculate a players NTRP rating.
If that is correct, can a player receive a strike when playing these leagues?

Mixed is perhaps "worse" because one can actually go to Nationals and win, but it is easier to abuse the system for years on end in Combo. With Mixed, at least you can get a Mixed-exclusive rating even if your Adult rating carries over for a year or two if you no longer play Adult.

Can you self rate for spring lower than your mixed-exclusive rating?
