Should the USTA self-rate / DQ rules be tweaked?

I have a few observations:
  1. It's the same kind of people who bring this up. They almost always think they are better than they are, and they get upset when a new person beat you. You've been a 3.0 for 10 years, you just aren't that good.
  2. It seems that it would take a lot to get the legitimate cheaters out, but nothing some good old fashioned accountability wouldn't fix (at least mostly). What ever happened to banning captains? Cheating is for trying to get to Sectionals and Nationals. What would it hurt to have a couple roving scouts at these events? Also, what would it hurt to have a strikes counter for captains? Three DQ's in 10 years and you get a ban.
  3. Raise the threshold of matches played for self rates to play post season. Up it to six actual matches, so they have a firm rating. Or just eliminate them from being able to play post season until they have a published rating.
Keep in mind, if a legitimate captain thinks his player was underrated, they can always hold them out of matches to keep from getting DQ'd.

Another thing to consider is that many of the captains people complain about are simply adapting to what the USTA has allowed.

There is now a point penalty system that does accrue points for various offences including sportsmanship, self-rating too low, entering incorrect scores, and more, and if you accrue too many points in a year, suspensions are levied.

This would be really impactful if captains would automatically get point penalties for every player on their rosters who get a DQ. I believe there is no such penalty unless there is proof that the captain actively encouraged the player to be dishonest.

An automatic penalty to the captain might occasionally be unfair to captains who sometimes get good new players they didn't even actively recruit. But maybe that wouldn't matter if getting a penalty point here and there doesn't hurt you.

the opportunity, however slight, to advance on however far that may be, and test yourself against other areas/states/districts/sections.

We've definitely fallen into this thought process in some of the areas I've played. The local leagues weren't fun so the playoffs gave a chance for the tennis to finally be fun. Of course, the local leagues would be more fun if we didn't have a team so out of level.

But I've kind of come around to the idea that this will always be an issue in handicapped levels.

Absolutely they should be tweaked. USTA always says they designed the rules to give new players an opportunity, but I don't believe they provided any checks and balances to prevent people from working the system. The more people play and see things like undefeated teams with 75% self-rated players it's pretty obvious what's going on. There are things USTA could do, but they usually hide behind the "we want to grow the game and give new players an opportunity" response. It's very frustrating. Especially any time you go to a regional or national championship.
