Federer is so overrated at the net, I even think Nadal and him are even when talking about volley skills.

Stepanek and Llodra are amazing, Hewitt and Gasquet have good touch too. Mahut is in the list as well.

Fed, Nadal, and Djoker aren't even in the same league as Stepanek, Llodra, and Mahut when it comes to pure volley skills. Most of Nadal and Djokers volleys are putaway volleys caused by strong approach shots and have nothing to do with volley skills. The best of all time was Edberg, followed closely by McEnroe, Rafter, and Sampras, for the main reason that their anticipation skills on where the passing shot was going was so much better than anyone in the game right now.

Net play aren't frequently play today but that doesn't mean they aren't good or lack of capability. Given a right condition and having a chance to play more from the net, there bound to be another Mac, Edberg and many great net players.
