I have played both... actually reviewed TCS for TW a few years back..
TCS is a spin friendly, elastic poly that is comfortable and provides decent feel, especially the thinner gauges. Tension maintenance is so-so. This string pockets the ball well... on of the best polys for pocketing. Downfall is price. IMO there are better strings at more competitive prices (try Volkl Cyclone as a nice alternative).
Unique (Tourna) BHB Rough is a semi-soft string that actually plays crisp...if that makes sense. It's a shaped string that offers good spin, not great. Power level I felt dissapointed a bit (compared to regular Big Hitter Blue). Does not compare in feel to TCS. Plus it goes dead fast... durability may be ok, but it just dies (similar to ALU Rough). TCS loses tension fast but still plays nice... BHBR has good control right off the bat, but dies quick.
A good alternative to both:
try Volkl Cyclone... good price.
or Genesis Spin X... pockets like TCS, control like BHBR..and lasts longer..
If you want a bit more power with spin, try Genesis Typhoon or even Pro Supex Big Ace (1.22 white)
