A good way to compare players is to break down from their best surface to their worst. There is no such thing as carpet today so that leaves us with only 3 real surfaces- clay, grass, and hard courts.
Best surface for both Federer and Nadal- Nadal on clay >>>> Federer on grass. No contest here.
2nd best surface for both- Federer on hard courts >>> Nadal on grass or hard courts. Again no contest here.
3rd best surface for both- Nadal on grass or hard courts >>>> Federer on clay. Yet again no contest at this point.
Nadal is in fact better on 2 of the 3.
