How to hit reverse-angle SH backhand shot? It's like a inside-out Forehad except it's a Backhand.

I don't see this often these days, but used to see from Becker, Edberg and Sampras too. Is there a existing thread or instruction video/link for this stroke?

A common tip is to hit the ball a little later than you normally would. What I usually see when I teach people the backhand (regardless if it's single or double handed) is that they tend to initially spray the ball in an inside out fashion. It's a sweet shot, and has caught me off guard on more than one occasion especially when I'm feeding them balls. However, it's normally a byproduct of hitting it late as they're still getting used to the timing.

I train with a guy who does these very often but hardly ever on purpose, which makes him seem a lot better than he is. He has great technique on his SH BH but he has very poor timing, frames a lot of balls, inside out by accident, etc.

Only thing to it really is the timing.

Well...first you have to determine if your forehand or backhand is stronger.

Most of the time, a person's dominant side is significantly stronger than their non-dominant side, so they will choose to play a cross-court forehand, rather than an 'inside-out backhand.'

If your backhand is the better shot, then it is a good tactic to surprise the opponent and use your better shot once in a while. On the pro tour, David Nalbandian hits an inside-out backhand once in a while, but his backhand is two-handed and is one of the best, if not the best on the tour.

The key is, as other posters have said, to emphasize meeting the ball later than you would for a down-the-line shot.
