Winning the most slams is enough. Even with his poor H2H against Djokovic and Nadal (especially in slams), if there is a GOAT right now, it's Federer.

The slam count carries that much weight, imho. It's up to Nadal (or Djokovic) to put that out of reach, so Federer can't claim that.

There is a long way to go in the slam race, even if Rafa wins US Open 2020 and Roland Garros 2020.
It won't lock-up the slam record, because Rafa+Djokovic will be winning all the slams for the next 2 years at least, so even if Rafa has 21 and Djokovic has 17, it'll still be up for grabs because Rafa cannot afford a major slump/injury in the next 2 years.... Also we know Federer can still win Wimbledon in future.
