You are not understanding anything right now. I'm not talking strictly about the opponents, rather about the level of tennis as a whole. A 10-15 year time frame is a lot and stuff changes.

If you take Fed of 2004 and everything he had learned in that time and put him against players who are training and playing tennis in 2017, does he beat Birdman-Raonic and Cilic on grass?

Ditto Fred who was 36 at the time. No amount or kind of improvement in other areas makes up for 10+ years of youth and its physical advantages. Your boy OTOH had just turned 31, so still pretty sprightly.

To be fair to Norman, Nadal in ‘17 hit a far higher ceiling on HC than 07 in the 2nd half of the year, and it is debatable as to whether he was better at 17 RG than 07 RG. But for grass 07 was clear, and it is an absolute joke to compare 17 Federer with 07 Federer

I think I have once said here that '08 was the absolute peak of version of a defensive Nadal and '17 was the absolute peak aggressive one. Pretty hard to compare them, but I would give '08 a nod because of the stamina.
