if they reside in their own country. It's shabby for players to say they are citizens of their country, when they have legal residences in other countries due to tax reasons.

Novak and Wozniacki live in Monaco for tax reasons. Tsonga and Monfils live in Switzerland for tax reasons.

Why should players be considered of their country if they can't step up and live there? If any of those was such a patriot, then why do they shelter their money by having residence outside their own country?

They don't live in their own country because they're on the road 40 weeks of the year. For the remainder of the time, they go somewhere to train.

They have three options - they can list as their "residence" the place where they go to train. They can list as their residence the place where they go for vacation. Or they can list as their residence the country they came from. The last one is what matters for choosing which country to represent in Davis Cup, but it doesn't necessarily coincide with the other two.
