The question though is about HC in general, not about the different types of hard court, whether they are slow, or fast, or high bouncing or low bouncing, just the surface encompassing all of its different variables.
Oh, then Federer for sure, because if they just play, there is no pressure for Federer and Fed doesn't need to conserve energy for a slam final, he can go all out, so Djokovic loses mental and physical advantage.

Prime Federer v Prime Djokovic on HC is about as close as two GOATs of the same surface are to each other. Imagine the hard court numbers each would have without the other. Crazy.
As seasonal performances, I think Agassi's 1995 HC season is very very close to the bests of Roger and Novak on HC.
10 tournaments, 10 finals, 7 titles (including AO, Miami and Cincinnati), lost to Sampras in higher speed courts (USO and IW). 53-3 record on HC.
