Stringing machine help -- tension head re-assembly

I recently inherited an older 90s era Czech Sports crank machine (probably CT-750 but i can't find a model #) that had lots of dust from neglect. I disassembled most of the moving parts to clean with rubbing alcohol including the entire tension head assembly. I took pictures of almost everything before taking it apart but unfortunately forgot to take a photo of the internals of the tension head.

Now after reattaching everything, when I try to pull tension the crank won't stop moving and the locking lever doesn't engage. Could anyone help me to figure out how to configure these parts? Specifically I think the issue is with the black "brake plate with pad". Photos of the mechanism with cover removed in link below. Thank you for your help!

 
Anybody with a Prince Neos willing to remove the tension head cover from their machine and take a photo of the internal mechanism? Would be a huge help for me

Is that a diablo on that tensioner? Does the round shaped device spin? If it is a diablo you may have issues raising the back of the gripper assembly and engaging the lockout.

Hello! Are you referring to the grey metal piece in the upper left corner of the first image? Not sure if it's a diablo, but it is fixed and definitely does not spin.

Do you happen to know if the configuration of the parts looks correct? I know it's an uncommon discontinued model, but I read that it's basically a clone of one of the Ektelons so there may be some similarities

I'm not familiar with a lot of machines but I don't think a Diablo will work properly on a lockout. Have you tried nit looping the string around it and just going over that part?
