Federer is a 7-time Dubai champion who holds a 48-5 record in 13 appearances. He has beaten Nole there in the last 2 meetings. I think Nole likes his chance better against Nadal so he chose to play Alcapulco.

1) has never played Mexico. Seems to have plenty of fans there. Change of scenery, and new challenge to win at a new (to him) tournament.
2) Nadal. It has always been about Nadal (sorry Fed fans). His barometer is Nadal. Especially with Roland Garos coming up.

Probably to gain confidence and to refresh mind in a new environment. He received an amazing welcoming by the crowds and I'm sure it served as a big motivation for him. The Mexican crowd was simply unbelievable and the crowd's cheering towards Novak was quite moving.

Not all Fed fans are the same. For me, I don't rewards Federer 2017 AO wins anymore than his 2004 AO just he's 35 years old. OTOH, other fan base wants to treat his recent loss is equally bad as when he was in his prime at 25.
