Adding lead to 3 and 9 to increase torsional stability

I'm wondering whether or not adding lead tape to the 3 and 9 spots on a racquet frame has any negligible effect on the torsional stability of a racquet. I recently added 5 inches of 1/4" wide strip of lead tape to each side of my racquet at the 3 and 9 spots and have not noticed any change on off center shots. Did i add enough or does it really not add much stability?

Extra: I also have lead under the bumper and under the handle, in order to increase my racquet weight. I also have a balance of about 31cm.

Which racket are you using and how off center are we talking? Some rackets are very light and need more lead tape, for the majority of rackets in the 11oz range I've tried, 4-6grams does the job. For rackets in the 10oz range I may use 8grams but that usually includes lead at 12o'clock as well.

Yeah, it sure does have an effect, and not a negligible one. You've added 5 grams, which is quite a lot. Most players notice a difference with that amount, including pro players.
