Are Dynamic Ratings Reset Each Year?

I'm somewhat new to adult tennis leagues and I am learning about the rating system. I understand that each player has a dynamic rating and that players are adjusted each year based on that rating. My question is whether or not that rating is based only on that year's results or does it take into account previous years?

For example: Let's say I am rated in the computer at 3.75 (4.0 NRTP) and I have played a couple of matches this year. Does my rating adjust from 3.75 or is it just whatever the computer calculates from only those two matches?

If you have a Computer (C) or Benchmark (B) rating at year-end, while the USTA only publishes your rating level, e.g. the 4.0, the 3.75 in your example is your starting rating for the year and factors in to your dynamic rating that is calculated as you play matches. Self rated players on the other hand have no rating to start the year and their initial dynamic rating is calculated based on only their match results.
