Has the Number of Lets Rule Changed Recently?

Played a meaningless rec match today and our opponent hit three lets in a row and then penalized himself the point and went and served from the other side. He said it was a USTA rule. My partner was a pro and he'd never heard of it either. I'm pretty sure this guy was wrong, has there been a rule change recently at any level of tennis where if you hit three lets in a row you lose a point? I don't think so but..

Three lets in a row you win the point. One let is chance/luck. Two lets in a row is extreme chance. Three in a row can only be a purposeful and masterful demonstration of pinpoint serving accuracy, leading to immediate concession of the point by the opponent.
