How does NTRP rating work??

So.... I know what they are BUT, whats the point?? Reason I ask is because I seem to always see the same guy as the number one seed in tournaments and either winning or in the finals most of the time....WHY??
In other sports, if you win multiple times or are constantly in the top 3 or so, they will move you to the next level...
Do they not do that in USTA?? cause it sure doesnt look like it. in that case whats the point of NTRP?? I mean personally from what i recall MY NTRP was changed through league play a few years ago, SO it looks like I could easily play down and clean up; why do they allow that??

When you win consistently, your rating should go up. Unless, of course, you're sandbagging and "just barely" beating people. Lots of people do this. The NTRP is flawed, just like golf handicaps are.
 
You know, if I could beat anyone in a certain group without any difficulty, I would want to challenge myself and find and play and eventually beat better competition.

Yet some people are too lazy to do this. That's it.

Some sections do not count tournament matches in the rating. Therefore, if this guy is just playing tournaments or is not dominating the same way in league play, it is entirely possible he's not moving up.

I believe this is how it works around us. There are guys that have been playing and winning tournaments for years at the same level. Then, the local league player types are getting moved around to different levels. If you ask me, it has discouraged tournament play from the league players..."No, I don't want to play those tournament guys."

The USTA could explain to me all day long why they would possibly not factor tournament results and I will still never understand it. With technology nowadays, it has to be simple to apply dynamic rating principles to tournament matches.
