Lol...I answered my own question with my explanation but what I mean is how would a 4.5 with a mixed rating get bumped to 5.0 if they aren’t blowing people out

It isn't required to blow people out to get improve your rating and/or get bumped up. You simply have to do better in your matches than the computer expects, and that is based on not just the score but the ratings of the other players in the match. So he could have partnered with weak players and played against high rated opponents and that could do it.

If the 5.0M decides to play in the 5.0 or 4.5+ men’s league, is he under the 3 strike rule like a 5.0A?

a M rated player is not allowed to join a regular 5.0 or 4.5+ mens league. If a M rated player wants to play a regular 5.0 or 4.5+ mens league they must SELF rate. Thus, vulnerable to 3 strikes.

So if he self rate as a 4.5, does that replace his 5.0M?

I think I know the answer but would like confirmation.
The person is a 4.0C;
-Goes 3-1 in 4.0, 2-4 in 7.0; gets bumped to 4.5C
-Rating appeal is granted and is now a 4.0A
The following year as a 4.0A;
-Goes 0-2 in 4.0 and 3-1 in 8.0; gets bumped to 4.5M
The person cannot appeal because the person was already playing with an appealed rating before getting bumped, correct?
The person is a 4.0C;
-Goes 3-1 in 4.0, 2-4 in 7.0; gets bumped to 4.5C
-Rating appeal is granted and is now a 4.0A
The following year as a 4.0A;
-Goes 0-2 in 4.0 and 3-1 in 8.0; gets bumped to 4.5M

I don't believe that is correct. I have seen players appeal down in consecutive years.

There is a guy in my local area that appealed down this year and I'm fairly certain he did so last year as well.
Of course a rule against this seems completely logical.
