Just by default, because Murray, the then N°1, couldn't defend his final (600 pts) of Cincinnati 2016, and Federer didn't win the Montreal final and also withdrew from Cincy 2017.

Aug 21 2017. Officially number 1 in 2017. Thats what I mentioned above as well.

He became #1 after Cincinnati, because the rankings only update officially every Monday. But this was confirmed to happen the week before already, because Murray's finalist points from 2016 dropped and Federer withdrew from Cinci, Rafa didn't need to win anything in Cinci, it was automatic.
