What kind of business is TTC running anyway??? in fact it's hard to get the right answer from anyone...Rogers, CRTC, local cable, TTC . TTC told me to go to Rogers.com, and here's my reply from Rogers.
So e-mailing TTC and telling them to get off their corporate butt is the best thing to do.

Sir:

I would like The Tennis Channel in Canada, and, as instructed by you, I contacted my cable service provider, Rogers.com. According to them, it's up to TTC to contact CRTC (Canadian Radio and Television Corporation) to get therir approval for your channel to be broadcast in Canada. Here's a copy of the e-mail I receved from them & I would be very happy if you contacted CRTC as soon as convenient for you. There are LOTS of Canadians who want TTC.

Tennis Channel has yet to apply for carriage in Canada to the CRTC. And
at this time is not available for carriage in Canada. When this channel
is available, Rogers would plan to launch it to continue to provide our
customers with the most sports channels in Canada.
