Where to call USTA to get 2013 (actual) NTRP?

Friend is 2012 5.0B and never got his 2013 year-end rating. He only played mixed league and all he wants is to check if he gets a 5.0C to be able to appeal. Thing is our local league coordinator (Caribbean) has no clue what to do apparently and league already started. Anyone that can point us in the right direction?

My guess is that if he only played mixed in 2013 after having been assigned a B rating in 2012 then his 2012 B will still apply. It seems you are asking whether a B rating "expires" back to a C after some period of time passing since mixed play won't affect the rating and my understanding is that it doesn't expire.

I am frequently wrong about things but it is fun to speculate.
 
If he was a YE12 B, then if he only played Mixed matches in 2013 he doesn’t get a new rating. He’ll stay a YE12 5.0B, BUT, the prohibition against appealing expired after a year. So he should be able to simply appeal online, and if he’s within range, it should be granted. If the site were to say he can’t appeal because of the B, then he should take it up with the Section NTRP Coordinator, not the local league coordinator.

But remember, as documented elsewhere on this blog, if he played 10 or more non-Mixed matches in 2012, the appeal will automatically be denied.

I believe you are correct. A year-old B (or C) rating supersedes a current M rating, so his B rating is going to still apply and my guess is that is what shows in TennisLink. Effectively, the mixed results still don't matter.

And since the new rules for appealing down are based on number of matches played and what I've seen requires at least 3 (see http://computerratings.blogspot.com/2013/11/new-rules-for-usta-league-ntrp-rating.html), I'm guessing there is no reverting to a C allowing him to use the new rules to appeal down. Or if the rules were applied using his match counts from 2012, he would have played too many to be able to appeal.

Now, there is no harm to trying to appeal and that may give the answer. I did a little looking and I think I identified the player (JS?) and if he were eligible to appeal, there is a chance he'd be successful as I have his rating close, but his playoff result was quite good so he might not be.

Yeah, it's him. We know there's a almost no chance for him to go back to 4.5 this year but he still wants to know if he manages that 5.0C and be able to appeal.

Well, his published rating won't change, it will stay 5.0B with a 12/31/12 date. I'd suggest he try appealing on line to see if it allows him and if not, what it says.

This happened to a buddy of mine. 4.5B YE12. Only played mixed last year. He successfully appealed down as he'd only played 9 matches in 2012 (and must have been right on the edge).

Do you know if your buddy entered his appeal through the usta website or did he have to contact a local league or sectional coordinator?

I read through some more of my notes and found a mention (albeit from a few years ago) that a B can't appeal in the first year after they get the B but if they don't generate a new rating in the following year, they are eligible to appeal the following year.

Interesting...in my area a player went undefeated at 9.0 and 10.0, won 4 matches of 5.0 doubles, gets early start 5.5 and is now 4.5. Crazy! He wasn't a 5.5 really, but certainly not a 4.5 either. Meanwhile, a friend of mine who is mid-4.5 at best gets rated 5.5 by USTA because he played D1 for a low level D1 program, but had minimal junior ranking and played near the bottom of the lineup.
