USTA ratings cheater in Southern section?

I just heard that the Southern 4.0 team from Greensboro, NC had a guy playing singles that admitted to playing Division 1 tennis at Virginia Tech! I was also told that Southern tennis was informed this and even grievences were filed but he was still allowed to play as a 4.0 at Nationals! Holy Crap if this is true that is absurd. The guy lost 11 games in 3 matches at Nationals. Unbelievable. The guy is still a 4.0 player and guys he beat at Southerns were DQed but he wasn't how the hell does this happen? Your thoughts please.

According to the self-rating guidelines for experience players, a former D1 player would have to be over age 56 to self-rate 4.0. And that's for unranked D1 players and teams - this is the absolute lowest for a former D1 player...

I suppose he could be younger and get bumped down by losses (but then you got to wonder how he magically got good enough to go to nationals at 4.0).

Something doesn't add up here.
