14 years old and other juniors are allowed to play mens open tournaments right? It just wont count toward your junior ranking

The only results that should count against your junior ranking are the ones that are officially sanctioned.

Yes, any male player can enter a men's open tournament, unless the specific tournament or venue denotes an exception. The results have no bearing on any junior rankings. In fact, all rankings are totally based on play within that division. So only Open tournaments count towards Open rankings, only specific age group play counts towards that age group's rankings, etc.
