Updated the OP.

We can now see the Grand Slam wins vs Top 10s too per year, Quality of competition has been really poor from 1997 onwards till 2006 or till first half of 2007

As @Thriller often points out, Ljubicic was ranked 3 in between without winning any title of significance, Baghthatis put up the toughest competition in 2006 outside of baby Nadal, commendable efforts from him, in the case of Nadal he was quite a baby on HCs and this shows in the competition for Federer till 2007

Djokovic has had the toughest competition as @Herald would point to. It is worth noting how hard Nadal and Djokovic fought in 2013, that would make @Spencer Gore and @MichaelNadal proud.

Overall the 2011 to 2016 period being super tough, seems like the weak era (which is known as career inflation era here) started around 2017 with the absence of Djokovic, @RS, @NonP @Sport @socallefty @Kralingen might be interested in these numbers.
