If you add lead tape at 3 and 9 but also use counter weight lead at the handle to maintain the original balance, will they still make the racquet more stable? Thanks!

Yes, the torsional stability that is enhanced by adding weight at 3 and 9 is independent of any counter weighting you do (or don't do)

I added 4 strips of Unique 6" long x 1/4" width lead tape (the Sampras type) at 3 and 9 but without any counter weight at the handle. The lead tapes weigh around 1oz. Will they make my PS 6.0 85 head heavy?

It may not make it "head heavy" but it will be "head heavier" or "less head light"
